Dubai Health Authority on 30 of April 2019 confirmed by Procedural Directive no. 2. of 2019 (PD 02/2019) that babies should be protected by having access to medical care covered by a medical policy.

Mothers of expectant babies have the primary responsibility of providing insurance coverage to their babies after birth. The new procedure for medical insurance in Dubai states that the mother's insurance policy should be covered for the baby during the initial month in its life or until the maximum policy annually capped limit. This includes any treatment the baby may need in a hospital or after discharge, which may consist of health consults and procedures, tests, and vaccinations for up to 30 days after the time of delivery.

This is more advantageous in the majority of cases of premature births, where the need for intensive care is required as babies will need to be kept in a confined space for some time according to the requirements. Research shows there are more than the limitations of medicine. New parents struggle with medical costs arising from the mild cases of premature babies, particularly those with medical issues. Because medical insurance is only available to the child upon birth, the parents face a more difficult time since they do not have the policy to cover their child's medical expenses. The mother's policy will protect the baby's medical requirements until a new approach is issued that will pay for the costs starting from the policy's start date. In practice, it is possible to have two medical insurance policies that will protect the baby's needs in the form of the mother's policy for up to thirty days, or up to the point that annual coverage has been exhausted; and, after that, the baby's policy when it is in effect. This is sure to lessen or eliminate the issue of medical bills in these circumstances.
